He is an experienced paraglider and has just bought a paramotor but a few lessons with a professional trainer would be good. Secondly, your partner is very lucky indeed, wish I was getting that for my Crimbo present I'm not too sure if there are any instructors in Hampshire (look for a local county in the 'Regional Clubs' area). But, I think you are only a short drive to Simon's school (the owner of this very site). He can definitely give your partner the instruction needed.
