I have researched the use of PMR446 radio and see no indication that it is illegal for use for Paramotoring here in the UK providing your radio is handportable, have an integral antenna, have a maximum ERP of 500 mW and be compliant with ETS 300 296, these radio types are the radios you can buy from Argos and Maplin etc.
There is absolutely no mention that you cannot use these radios in the UK whilst flying a Paramotor.
PMR446 radio under the above radio specifications allows the use of 8 UHF channels with those channels frequency's being:
446.00625 MHz
446.03125 MHz
446.05625 MHz
446.08125 MHz
446.04375 MHz
446.06875 MHz
446.09375 MHz
446.01875 MHz
