Help with identifying Engine

If you look at Dan's video at about 9.53 in you'll see decomp hole 

But before pulling the engine apart as it looks like it's not done many hours i'd check the timing to see exactly at what stage it's sparking.

Hi cas 

I think the head has been replaced as it looks very clean inside. When I got the motor there was a decompression valve in a bag. But this head hasn't even got the port to fit that to. I'm wondering if the head is for an engine fitted with a starter motor.
